Implement time:* 2.0.0 & 3.0.0 commands (#735)

* Finish ISteadyClock implementation

* Implement IsStandardNetworkSystemClockAccuracySufficient

Also use signed values for offsets and TimeSpanType

* Address comments

* Fix one missing nit and improve one comment
