Keymap: add new keymap (#4127)

* an attempt at own layout

* typematrixed dvorak

* columns shifted

columns shifted out, second pinky column moved to the inside.

* Update users/romus/romus.h

* code cleanup

Changes requested by Drashna + Tap Dance enabled

* Fixed EOF

Fixed the no newline at the end of file alert.
